SCDF and Authorities Submission Singapore

SCDF and Authorities Submission for Commercial Renovation in Singapore

Commercial renovation in Singapore often involves more than design, carpentry and construction works. Depending on the business type, building condition and renovation scope, the project may require fire safety review, building management approval, professional endorsement and authority submission before works can proceed or before the premises can be occupied.

MINK Design Pte Ltd supports business owners with SCDF and authority submission coordination for commercial renovation projects in Singapore. We work with relevant Qualified Persons, professional engineers, consultants, building management teams and project stakeholders where required, helping owners plan renovation works with fire safety, approval timelines and handover requirements in mind.

This service is especially important for commercial units such as restaurants, cafes, clinics, retail shops, spas, offices, industrial units, factories, central kitchens and other business premises where changes to layout, partitions, exits, fire-rated elements, mechanical ventilation, electrical systems or fire protection systems may affect approval requirements.

Why Fire Safety Submission Matters

Fire safety compliance is a critical part of commercial renovation. A renovation that looks complete may still face delays if fire safety requirements, building approvals or professional submissions are not properly addressed.

In many commercial projects, proposed works may affect escape routes, fire-rated partitions, fire doors, sprinkler points, alarm systems, emergency lighting, exit signs, smoke control, mechanical ventilation, kitchen exhaust, electrical load or the use of the premises. These areas must be reviewed carefully before renovation begins.

Ignoring submission requirements can lead to serious problems, including delayed opening, failed inspections, costly rework, landlord disputes, rejected handover, stop-work issues or difficulty obtaining the necessary clearance for business operation.

That is why SCDF and authority-related matters should be reviewed early during the planning stage, not only after construction has started.

What We Help Coordinate

MINK Design assists with the practical coordination required for commercial renovation projects that involve fire safety or authority-related matters.

Our support may include:

  • Review of proposed renovation scope
  • Review of landlord or building management renovation guidelines
  • Coordination with Qualified Persons where required
  • Coordination with professional engineers or relevant consultants where required
  • SCDF fire safety submission coordination where applicable
  • Fire Safety Certificate or Temporary Fire Permit coordination where applicable
  • Building management submission support
  • Mall management or landlord approval coordination
  • Fire-rated wall, fire door and fire compartmentation coordination
  • Emergency lighting and exit sign coordination
  • Sprinkler, fire alarm and fire protection system coordination
  • Mechanical ventilation and kitchen exhaust coordination where applicable
  • Electrical and M&E coordination related to renovation works
  • Preparation of renovation information required for submission parties
  • Handover and inspection preparation

Actual requirements depend on the premises, business activity, existing building condition and proposed renovation scope. A proper review is required before confirming whether SCDF submission, professional endorsement or additional authority clearance is needed.

When SCDF or Professional Submission May Be Required

Not every renovation requires the same level of submission. However, fire safety and professional review may be needed when the renovation affects important building or life safety elements.

Examples include:

  • Change of use of the premises
  • New or altered partitions affecting escape routes
  • Changes to fire-rated walls, doors or enclosures
  • Works affecting sprinkler systems or fire alarm systems
  • Alteration to exit doors, corridors or means of escape
  • Installation or modification of kitchen exhaust systems
  • Mechanical ventilation works
  • Works involving fire protection systems
  • F&B renovation involving cooking equipment or exhaust requirements
  • Industrial or factory renovation involving equipment, power or hazardous processes
  • Renovation works requiring building management or landlord approval
  • Works requiring professional engineer endorsement

Business owners should not assume that a renovation is automatically exempt from submission. The safest approach is to review the intended works early with the right project team.

Fire Safety Planning for Different Commercial Spaces

F&B Renovation

F&B renovation often requires careful fire safety and M&E coordination because of kitchen equipment, exhaust systems, gas or electrical loads, cooking operations, grease control, flooring, plumbing and service layout.

Restaurants, cafes, central kitchens, food kiosks and food court stalls may also need to satisfy landlord, mall, building management, SFA-related and SCDF-related requirements depending on the project scope.

Early planning helps reduce the risk of opening delays caused by late changes to exhaust, fire protection, layout or equipment positioning.

Clinic Renovation

Clinic renovation may involve consultation rooms, treatment rooms, partitions, plumbing, electrical works, lighting, storage and patient flow. Depending on the building and scope of work, professional coordination may be required to ensure that the renovation layout and building requirements are properly addressed.

For clinics, practical planning is important because the space must be functional, clean, safe and ready for patient-facing operations.

Retail Shop Renovation

Retail renovation inside malls or commercial buildings often requires building management submission before works can begin. This may include drawings, work schedules, contractor documents, protection plans, delivery arrangements and approval of renovation methods.

Where the renovation affects fire safety provisions, exit routes, partitions, ceiling works or M&E systems, additional coordination may be required.

Spa and Wellness Renovation

Spa and wellness spaces often include treatment rooms, plumbing, partitions, lighting, electrical points and ventilation considerations. If the layout creates enclosed rooms or affects existing building services, fire safety and building requirements should be reviewed early.

Proper coordination helps ensure that the finished space is not only comfortable for customers, but also practical and compliant for business operation.

Office Renovation

Office renovation may involve new partitions, meeting rooms, server rooms, pantry areas, lighting, electrical points, data points and changes to existing layout. If escape routes, fire-rated elements, emergency lighting or fire protection systems are affected, professional review may be required.

For larger offices, planning should be done early to prevent delays in move-in, landlord inspection or business operation.

Factory and Industrial Renovation

Factory and industrial renovation may involve heavier electrical requirements, equipment layout, production workflow, storage, safety zones, fire protection systems and operational risks.

Because industrial spaces may have more technical requirements, early coordination with relevant professionals, building management and authorities is important before confirming the renovation scope.

Our SCDF and Authority Coordination Process

1. Project Requirement Review

We begin by understanding your business type, unit condition, intended renovation works, target opening date and landlord or building management requirements.

2. Site and Document Review

Where available, we review the floor plan, existing layout, building guidelines, lease requirements, previous handover documents and proposed renovation scope.

3. Identify Possible Submission Requirements

We assess whether the proposed works may require which type of SCDF submission coordination, building management approval, professional endorsement, M&E review or other authority-related checks. The Building Plan (also referred as BP) is a must for all full fire safety certificate submission works. Following that is the Fire Protection (depending on a building to see if it has automatic fire protection installed e.g sprinkler, heat or smoke detector, evc.) then for F&B establishments, industrial or warehouses, there is the Mechanical Ventilation (referred as MV) submission.

4. Coordinate With Qualified Persons and Professionals

During the planning stage, we coordinate with the relevant Qualified Persons, professional engineers, consultants or specialists who are responsible for preparing, endorsing or submitting the necessary documents (BP, FP, MV).

5. Align Renovation Works With Approved Requirements

The first stage of fire safety submission, there will be an issuance of Notice Of Approval (referred as NOA) by SCDF. This NOA does not constitute the submission is successful. It means that the submitted plans is in compliance with the fire code for planning. With the NOA, we can start with the fitting out according to our approved plans. Coordination of the renovation works as per planning closely so that site execution follows the agreed requirements.

6. Support Inspection and Handover Preparation

Before handover, a Registered Inspector (also referred as RI) will come on site to check on the completed works where it is align to our planning. The RI review site works, coordinate rectification where needed and once all is in order, RI will sign off for the completed works and QP can proceed to submit all NOA to SCDF before the final Fire Safety Certificate will be issued.

SCDF and Authorities Submission FAQ

Do all commercial renovations need SCDF submission?

Not every commercial renovation automatically requires Full SCDF plan submission. However, under the Fire Safety Act 1993, any proposed fire safety works in a building must obtain SCDF plan approval before works begin. This may apply when renovation works affect fire protection systems, escape routes, fire compartments, fire-rated doors, emergency exit signs, sprinklers, fire alarm systems, mechanical ventilation, LPG systems, or change of use affecting fire safety requirements. Plans must be prepared and submitted by the relevant Qualified Person, such as a registered architect or professional engineer, on behalf of the building owner or occupier. For minor works or exempted works, different procedures or exemptions may apply. MINK Design helps business owners review the renovation scope early and coordinate with the appropriate professionals where SCDF, building management, or authority submission is required.

Who can submit fire safety plans to SCDF?

Where SCDF plan submission is required, the plans must be prepared and submitted by the appropriate Qualified Person which they referred as QP, such as a registered architect or professional engineer. MINK Design can help coordinate with the relevant professionals as part of the renovation process.

What is a Qualified Person?

A Qualified Person is a registered professional, such as a registered architect or professional engineer, who is qualified to prepare and submit relevant plans for approval where required. The correct Qualified Person depends on the type of submission and project scope.

What is a Fire Safety Certificate?

A Fire Safety Certificate also referred as a FSC, is issued after the required fire safety works are completed and inspected where applicable. For premises where this applies, it is an important part of ensuring the space is ready for occupation or use.

Can renovation start before approval?

A Notice Of Approval (NOA) is required. Starting the works before attaining the NOA can create compliance issues, rework or delays. It is safer to confirm approval requirements before major works begin.

Can you coordinate with building management?

Yes. We can assist with building management or landlord coordination, including renovation permits, work schedules, contractor documents, delivery access, lift booking, protection works and handover requirements.

Do F&B renovation projects usually need more authority coordination?

F&B projects often require more careful planning because they may involve kitchen exhaust, plumbing, fire safety, electrical load, equipment layout and food business requirements. The exact submission needs depend on the unit and renovation scope.

Can you help overseas business owners opening in Singapore?

Yes. Overseas business owners can send us the floor plan, business concept, equipment list, landlord guidelines and opening timeline. We can help review the likely renovation and submission coordination requirements before the project starts.
